Brief
This contract involves the design and construction of the second phase of the investment project "Development of the Water and Sports Center at Spacerowa Street 24 in Bolesławiec." The goal is to create a comprehensive sports and recreation facility. The first phase included the establishment of a new outdoor pool area with recreational pools and water playgrounds. The second phase, which is the subject of this contract, includes the expansion of the center to include: 1) full-size football fields with artificial turf (including one that meets the requirements for III league matches), 2) an event pavilion for various cultural and sports events, 3) a building for the football fields and event pavilion with changing rooms, social and office areas, and technical rooms, 4) a technical and storage building, 5) a water slide complex with an underground technical chamber and intermediate tank, 6) parking for event pavilion users and additional parking for pool users, 7) beach volleyball courts, 8) a multifunctional field, 9) outdoor stands for the aforementioned fields, 10) space for food trucks and portable toilets, 11) flood protection elements, 12) necessary access roads, pedestrian paths, small architecture elements, and grassy beaches. The contracting authority plans to execute the contract in two parallel phases: a) Phase II.A involves the construction of the water slide complex with an underground technical chamber and intermediate tank, and its commissioning for use – to be executed in a design and build format. This work will cover part of plot number 509/2 located in the area of Bolesławiec. b) Phase II.B involves the completion of the remaining works related to the development of the Water and Sports Center at Spacerowa Street 24 in Bolesławiec – Phase II – also in a design and build format. This work will cover plots numbered: 509/2, 510/3, 510/5, 510/6, 510/7, 1108/1 located in the area of Bolesławiec. The contracting authority informs that the existing facility (completed in Phase I) will operate from June to the end of September each year. During this time, the contractor will conduct work to ensure that the entire facility (Phase I) can be freely and safely used. Detailed scope of work is included in Annex A: functional and utility program with attachments developed for the Development of the Water and Sports Center at Spacerowa Street 24 in Bolesławiec – Phase II – II procedure – attached to the SWZ. The contracting authority anticipates awarding contracts as mentioned in Article 214, paragraph 7 of the Public Procurement Law. The subject of these contracts will be the repetition of construction works as specified in the attached project documentation. The contracting authority does not divide the contract into parts, thus partial offers are not allowed. The reasons for not dividing the contract include the technical interconnection of the construction works. Dividing the contract could hinder its execution, affect its timeliness and correctness, cause excessive technical difficulties, and lead to undesirable cost increases. Furthermore, not dividing the contract does not limit competitiveness. The contracting authority does not foresee advance payments for the execution of the contract.
