Supply of Chemical Reagents for the Central Laboratory of the Chief Inspectorate of Plant Health and Seed Inspection

This contract involves the supply of chemical reagents for the Central Laboratory of the Chief Inspectorate of Plant Health and Seed Inspection, divided into 64 parts. Detailed execution methods are specified in Annex 1 and Annex 2 of the Terms of Reference. Deliveries will be made according to Annex 3 and 3a of the Terms of Reference. The contracting authority is the Chief Inspectorate of Plant Health and Seed Inspection, located at Al. Jana Pawła II 11, 00-828 Warsaw, represented by the Government Administration Support Center, ul. Powsińska 69/71, 02-903 Warsaw. The contracting authority does not allow equivalent offers for selected parts as indicated in Annex 2. Any substitution of chemical reagents requires a costly and time-consuming validation process, which could disrupt laboratory operations and increase costs. The laboratory employs internationally accepted research methodologies that require specific laboratory equipment of defined standards and quality. Changes in equipment could significantly affect result quality or necessitate method re-optimization. In other parts of the Terms of Reference, trademarks, patents, or origins mentioned allow for equivalent items, provided they meet or exceed quality parameters. The contracting authority does not foresee the awarding of contracts as per Article 214(1)(8) of the Public Procurement Law. No electronic auction will be conducted, and variant offers are not permitted. Partial offers are allowed, and each contractor may submit an offer for one or more parts described in Annex 2. No framework agreement will be concluded, and costs incurred in the procurement process will not be reimbursed. Electronic catalogs cannot be submitted as offers. The contracting authority may cancel the procurement process if the funds intended for the contract are not allocated.
