    Brief

    Derby City Council and Derbyshire County Council are collaborating to procure a contract for the establishment of two specialist children's homes. These homes will be located within the D2 area and will cater to children and young people who exhibit challenging behavior or have complex mental health needs. The goal is to improve outcomes for these individuals through a joint commissioning and delivery approach involving the Derby and Derbyshire NHS Integrated Care Board and local authorities. The service will include comprehensive therapeutic support from the NHS and prioritized assistance from Social Care, addressing the complexities of the children's needs. One home will be provided by Derby City Council and operated by the selected provider under a lease agreement, while the second home will be acquired or leased by the provider, who will maintain full responsibility for it. These homes are designed for short to medium stays for children at risk of inappropriate admission to Child and Adolescent Mental Health Services (CAMHS) or those transitioning from such services, particularly in cases where previous placements have failed due to behavioral challenges linked to emotional or mental health issues. The focus will be on stabilizing these children to facilitate their transition to longer-term placements. The procurement process follows the 'Open' tendering procedure as outlined in the Procurement Act 2023 and the Procurement Regulations 2024, with added flexibility under the Light Touch Regime. Suppliers interested in this opportunity must express their interest and obtain the necessary documentation by 11:30 PM on February 8, 2026.
