Technical Studies for Renewable Energy System Renovation at ULiège

This contract involves selecting a specialized engineering firm to conduct a comprehensive study on the renovation of the renewable energy production system at the central heating plant of the University of Liège (ULiège) located at the Sart Tilman campus (site B10). The project aligns with ULiège's Transition Roadmap and aims to explore the installation of decarbonized production methods while optimizing energy efficiency and reducing the carbon footprint of the central heating plant. The contract is structured into two main phases: 1. **Firm Phase** - Orientation Studies: - **Phase 1**: Conduct a complete technical study of renovation solutions, including potential full or partial replacements of the current renewable energy production system. This study will provide ULiège with a validated scenario for the renovation based on technical, economic, and environmental criteria. - **Phase 2**: Based on the selected scenario, prepare technical performance specifications and layouts to enable ULiège to initiate a construction contract (likely Design and Build) for the chosen scenario. 2. **Conditional Phase** - Project Management Assistance: - **Phase 3**: Assist ULiège in selecting the contractor for the construction project, including negotiation sessions with bidders. - **Phase 4**: Provide support during the execution of the Design and Build contract, including detailed studies, execution documents, and oversight of the construction process. - **Phase 5**: Assist ULiège during the warranty period, including final acceptance of the project. The conditional phase will be activated by ULiège as needed, within a maximum of two years following the completion of the firm phase.
