Electronic Communication and Information Services – Procurement of Message Delivery Service

Tuomi Logistiikka Oy is conducting a procurement process on behalf of Pirkanmaan Voimia Oy for a message delivery service, which will be implemented as a comprehensive service (SaaS). The service includes the transmission of purchase and sales invoices, as well as other electronic message traffic defined in detail in the request for proposal documents between the Client, suppliers, and customers. The desired start date for the contract period is January 1, 2026, and the contract will remain in effect indefinitely, with the procurement being re-tendered no later than five (5) years from the start date. The estimated total value of the procurement, which is non-binding and exempt from value-added tax, is approximately 100,000 euros per year. Pirkanmaan Voimia Oy aims to acquire a strategic partner to provide a cost-effective, reliable, and secure message delivery service (operator service) for the duration of the contract. The service must ensure high availability and reliability for the transmission of purchase and sales invoices and other business documents, such as orders and shipping lists. A key requirement is the seamless technical integration of the service with Voimia's current and future backend systems (e.g., ERP and financial management) and flexible support for the most common national message formats (Finvoice, TEAPPSXML) and their conversions.
