Environmental Engineering Consulting Services for Impact Study and Environmental Authorization in Dammarie-les-Lys

This contract involves the preparation of a comprehensive impact study and a unique environmental authorization file (including required environmental studies) for the community interest development project of the Saint-Louis District in Dammarie-les-Lys, led by the Melun Val de Seine urban community (CAMVS). The procurement is conducted through an open tender procedure in accordance with the public procurement code. The contract also constitutes a framework agreement with purchase orders, concerning the procurement of additional services at unit prices. The contract is of mixed pricing. For the unit price part: - Minimum amount over the total duration of the contract (all phases included): none. - Maximum amount over the total duration of the contract (all phases included): 90,000 euros excluding tax. The contract is divided into phases as follows: - Firm phase: o Phase 1: establishment of the initial state, defining the scope of the environmental files, and formalizing the role of the project manager and advisor to the project team for the entire duration of the contract; o Phase 2: development and finalization of the impact study and the environmental authorization file based on a preliminary project design to be completed under an urban project management contract to be awarded at the end of 2025; - Optional phase 1: derogation file for 'protected species'; - Optional phase 2a: ICPE declaration; - Optional phase 2b: ICPE registration.
