    Brief

    The contracting authority is the Romanian Naval Authority (ANR), a public institution with extrabudgetary funding and legal personality. The ANR is the technical specialized body under the authority of the Ministry of Transport and Infrastructure, through which it exercises its function as a state authority in the field of navigation. The ANR is organized and operates according to the provisions of Government Decision no. 1133/2002 and Emergency Ordinance no. 42/1997 regarding maritime transport and inland waterways, amended and supplemented by Emergency Ordinance 74/2006. Given that the ANR's responsibilities include inspection, control, and supervision of navigation, wearing the service uniform is essential for the activities carried out by ANR personnel in both the central apparatus and the territorial operational bodies. The personnel of the Romanian Naval Authority, hereinafter referred to as ANR, wear the service uniform with specific ranks and insignia while performing their duties, during various missions, at ceremonies, and while attending professional training courses. Considering the objectives set by the contracting authority, the procurement of these equipment items will ensure the provision of mandatory uniforms necessary for carrying out activities during working hours and specific missions, meeting the quality parameters imposed by the technical specifications, which provide comfort and resistance to intensive wear. The centralized procurement of these items creates the conditions for obtaining products with better quality and price compared to those obtained through the non-unitary procurement of products by distinct contracting authorities. The need for equipment is established based on Order no. 2358/2022 for the approval of the Regulation regarding the form, specific insignia, method of granting, and duration of use of uniforms and protective or work equipment for the personnel of the Romanian Naval Authority, with subsequent amendments and completions. The general objective contributed to by the supply of products is to update the models according to the legislative changes introduced by Order no. 2358/2022, for the approval of the Regulation regarding the form, specific insignia, method of granting, and duration of use of uniforms and protective or work equipment for the personnel of the Romanian Naval Authority, and to ensure equipment items according to the needs of ANR personnel, which provide comfort and appropriate appearance for their participation in daily activities and specific missions where wearing the service uniform is required. The specific objective contributed to by the supply of products, considering the provisions of the applicable legislation in force, namely Order no. 2358/2022, according to which "equipment items granted before the entry into force of this regulation are replaced, except for those that correspond in terms of color and manufacturing model" combined with the fact that, for the equipment items subject to this specifications document, there are no active contracts/framework agreements for supply at the level of ANR, has determined the context that necessitates the initiation of this public procurement procedure. The products subject to this procurement are divided into 8 lots, depending on the technical characteristics of the materials, the necessity of wearing certain equipment items together (jacket with trousers/skirt), and the specifications related to each product.
