    Brief

    The UK Government's Partnering for Accelerated Climate Transitions (UK PACT) programme seeks qualified suppliers or consortia to provide technical assistance to Uganda's Electricity Regulatory Authority (ERA) in developing the commercial and industrial (C&I) captive renewable energy sector. Uganda has abundant renewable energy resources and growing electricity demand, but C&I captive renewable energy adoption is limited by regulatory gaps, insufficient market data, and investment barriers. Working with the Ministry of Energy and Mineral Development and electricity distributors (UEDCL, WENRECO, and KIS), successful bidders will conduct market research, review existing regulations against international best practices, and develop solutions to enable private investment. Deliverables include recommendations for a regulatory framework for mid-tier operators, updated guidance for settlement and implementation, standardised commercial contracts, and financing mechanisms to improve project viability. The ultimate goal is to increase private-sector investment in captive renewable energy, accelerate deployment, reduce diesel dependence, and enhance Uganda's energy security and grid resilience.
