Technical Assistance for Pakistan's Federal-Provincial Climate Coordination and Tracking System

The UK Government's Partnering for Accelerated Climate Transitions (UK PACT) programme is seeking qualified suppliers or consortia to provide technical assistance supporting Pakistan's climate action coordination. Pakistan has committed to reducing greenhouse gas emissions by 50% by 2035 through its Nationally Determined Contribution (NDC) 3.0, with implementation requiring strong coordination between federal and provincial governments. This assignment will help the Ministry of Climate Change and Environmental Coordination, the Pakistan Climate Change Authority, and provincial governments establish and operate an effective federal-provincial coordination and tracking mechanism for NDC 3.0 delivery. The work will address current gaps in federal-provincial coordination, climate finance visibility, implementation tracking, and progress reporting. Key deliverables include: a federal-provincial NDC coordination framework; a standardised NDC tracking and reporting framework; an interoperability pilot connecting government climate and public-sector data systems; operational support for the Tactical Climate Coordination Forum; and a sustainability and scale-up roadmap. The project will build government capacity, strengthen institutional coordination, improve monitoring of climate actions and investments, support climate finance mobilisation, and integrate Gender Equality, Disability and Social Inclusion considerations into climate governance.
