Engineering Services for New Community Center in Wellen, Germany

The project involves the construction of a new community center in Wellen, including the design of the outdoor area. The existing community center is not economically viable to renovate, so it will be replaced with a new building on the same site. The new community center will serve as a venue for community events and support local associations, fostering a vibrant community life in Wellen. The design should accommodate various uses, with a space program of approximately 450 square meters. The building organization should be compact and efficient, optimizing necessary access and traffic areas. The project must be designed to be barrier-free in accordance with building regulations and standards. The adjacent outdoor areas will be used as a parking lot and event space. A music pavilion on the property will be preserved and must have barrier-free access. To complete the planning team, a technical engineering office is required to provide planning services for the following systems: - Wastewater, water, and gas systems - Heating supply systems - Air conditioning systems - Electrical systems - Communication, security, and information technology systems - Lifting systems - Use-specific systems According to the current rough cost estimate, the eligible costs amount to €760,000 gross. The distribution of the eligible net costs for the systems can be found in the fee schedule. Services for phases 1-3 and 5-9 are required for all mentioned systems, with phase 4 for system group 410 and optionally for other system groups. Initially, phases 1 to 3 will be commissioned. After a funding application is submitted and total financing is secured, phases 5 to 9 will be commissioned according to HOAI, which cannot be verified in terms of timing yet. According to HOAI evaluation criteria, the project falls into fee zone II. As stated in the General Terms and Conditions for the Architect and Engineering Contract, drawings must be submitted in IFC format. Planning is expected to begin at the end of August 2025.
