Brief
Sector 4 of Bucharest is undergoing urban, economic, and social development as part of its growth strategy. This includes the need to manage properties effectively to maintain their social benefits. Properly maintained properties will remain functional for a longer time, serving their public utility purpose. Therefore, there is a need for construction and installation works for ongoing repairs on properties managed by Sector 4. This procurement process is also a legal obligation for the administrative unit. The procurement involves signing a Framework Agreement that establishes the terms, conditions, and legal, financial, technical, and administrative framework for awarding subsequent contracts. These contracts will ensure that suppliers can execute the works described in the specifications safely, efficiently, and cost-effectively. The duration of the subsequent contracts may exceed the duration of the framework agreement and will continue until all activities are completed, considering any extensions or defect remediation periods. Detailed descriptions of the activities are available in the specifications document attached to the procurement documentation, which includes all necessary documents for preparing the offer. This public procurement is conducted by a consortium of contracting authorities, with Sector 4 of Bucharest, represented by Mayor Daniel Băluță, leading the process. Other participating authorities include the General Directorate of Local Taxes and Fees, the General Directorate of Education and Sports Administration, the General Directorate of Social Assistance and Child Protection, the General Directorate of Civil Registration, the European Cultural and Youth Center, the Urban Mobility Directorate, and the Directorate for Digitalization and Urban Regeneration. The estimated value of the largest subsequent contract is 118,905,647.46 lei. Clarifications can be requested up to 18 days before the deadline for submitting offers; requests made after this period will not be considered. The contracting authority will respond clearly and completely to all clarification requests 11 days before the offer submission deadline.
