    Brief

    The Verbandsgemeinde Bitburger Land is planning renovations and an expansion of Dudeldorf Primary School to create a new cafeteria with kitchen facilities, additional administrative and support spaces, differentiated learning areas, and two new classrooms. The existing school, built in 1966, is a two-story building with a gable roof. The new construction will also be two stories due to space constraints. The project aims to increase the student capacity from 88 to 122 students, with an expected need for care services for about 70 to 90 children. A key focus is on creating an adequate all-day care, community, and cafeteria area, as well as diverse differentiated spaces to meet the requirements of the All-Day Promotion Act and improve the quality of school life in line with the school's educational concept. The project has been approved for a usable area of 880 m², including 252 m² specifically for the expansion. The existing areas undergoing renovation will be funded for 628 m². The design must demonstrate a convincing aesthetic both inside and outside, balancing the quality of stay with urban planning and design aspects. Additionally, it is necessary to separately present the financial expenditures for the renovation of the existing building and the new all-day care and cafeteria areas. The costs for the renovation of the existing building will be financed from school construction funds, while the areas for all-day care will be covered by funding under the All-Day Promotion Act (GaFöG). To ensure timely access to GaFöG funding, the project completion is scheduled for the end of 2026, with construction taking place during the ongoing school operation. The preliminary design must be submitted for funding application by June 1, 2025. A portion of the current schoolyard and two adjacent plots are available for the project (Dudeldorf Flur 5 FS 351/13, 351/17, and 455/6). The expected construction costs (net) for the project are as follows: KG 300 - Construction - 1,975,000 € KG 400 - Technical Systems - 735,750 € KG 410 - Wastewater, Water, Gas Systems - 98,250 € KG 420 - Heating Systems - 155,250 € KG 430 - Air Conditioning Systems - 87,000 € KG 440 - Electrical Systems - 235,500 € KG 450 - Communication Systems - 44,250 € KG 460 - Lifting Systems - 29,250 € KG 470 - Use-Specific Systems - 56,250 € KG 480 - Building Automation - 30,000 € KG 500 - Outdoor Facilities - 95,588.24 €. The procurement procedure involves providing the necessary planning and construction supervision services. A phased commissioning is planned, starting with performance phases 1-4, up to the approval planning, and subsequently phases 5-9, regarding structural planning 5-6. There is no legal entitlement to further commissioning. The services will be tendered in lots as follows: Lot 1 – Object planning services for buildings according to § 34 HOAI and, to a lesser extent, the planning of outdoor facilities according to § 39 HOAI, each LP 1-9; Lot 2 – Planning services for technical equipment HLS and electrical, LP 1-9 according to § 55 HOAI; Lot 3 – Structural planning services, LP 1-6 according to § 51 HOAI. Performance time: Completion of approval planning by June 15, 2025, and completion by December 31, 2027. The project is funded from public funds, and compliance with funding requirements must be ensured at all times. The contracting authority refers to the service descriptions of HOAI 2021 for the description of the services. Further details are regulated by the contract.
