Road Construction and Rehabilitation in Romania

The project involves the rehabilitation of county roads DJ 412A, DJ 412C, and DJ 601. Key tasks include: reinforcing the existing road structure, managing stormwater drainage with ditches and reinforced concrete culverts, constructing and rehabilitating reinforced concrete bridges, ensuring traffic safety with semi-heavy metal guardrails, and implementing road signage (markings and indicators). The proposed construction solution adheres to Law 43/1997 regarding road regulations and the technical standards of M.T. 44, 45, 46/98 for road design, construction, and modernization. The available width between property lines does not allow for curve widening as per STAS 863-85. The design will comply with Normative AND 550/1999 for a projected traffic load over the next 10 years (2024-2034). Existing road structures can handle an average traffic load of 0.3-0.5 m.o.s. and are not designed for freeze-thaw conditions. Proposed reinforcements will accommodate a projected traffic load of 0.15-0.16 m.o.s. for DJ 412A and DJ 412C, and 0.53 m.o.s. for DJ 601. Note: Clarification requests can be made up to 18 days before the bid submission deadline. The contracting authority will respond to all clarification requests on the 11th day before the submission deadline. This timeline ensures that economic operators have the 10 days stipulated in Article 161 of Law no. 98/2016, as amended. Interested economic operators must submit bids valid for 180 days from the submission deadline.
