Drone Testing Services Framework

The Civil Aviation Authority (CAA) is seeking suppliers to provide testing services for drone products. This is in line with the CAA's legal obligation to evaluate drones that may pose health or safety risks, as outlined in UK Regulation (EU) 2019/945. Suppliers, referred to as 'Drone Testing Service Providers', will be responsible for conducting various evaluations on drones that are marked for compliance. This includes assessing whether these drones meet the regulatory standards and product requirements specified in UK regulations, such as the Electromagnetic Compatibility Regulations 2016 and the Radio Equipment Regulations 2017. The evaluations will require technical expertise in areas such as performance, design, noise testing, and safety standards related to both drone-specific and general product safety (e.g., mechanical and electronic systems). Additionally, the providers may need to evaluate concerns related to public health and safety, including cybersecurity and chemical hazards. The CAA will oversee the evaluations and coordinate with other authorities and stakeholders. They will also make decisions regarding market interventions, such as product recalls, based on the evaluation results. The CAA plans to establish a procurement framework for these testing services. Suppliers on this framework must demonstrate their ability to conduct the required evaluations without any conflicts of interest. When a need for evaluation arises, the CAA will issue specific requirements to the suppliers on the framework. Suppliers will then prepare a statement of work (SOW) detailing their approach and costs. The CAA will review these SOWs and award the contract to the selected provider, who will carry out the evaluation and submit their findings and recommendations to the CAA for further action.
