Germany – Services in Structural Planning – Replacement Construction of the Söderblom Gymnasium Sports Hall and Partial Demolition of the Existing Sports Hall

The Evangelical Church of Westphalia is the sponsor of the Evangelical School Center in 32399 Espelkamp, which includes the Söderblom Gymnasium. The school complex includes a sports hall built in the 1950s, which has been closed since the end of 2021 due to structural deficiencies. A replacement sports hall is to be constructed. The project began with a design competition for the replacement construction of the Söderblom Gymnasium sports hall in 2019. After the competition, a general planning contract was awarded to the first prize winner. By 2021, planning services were completed up to approximately service phase 6. In the same year, planning was halted due to unexpected additional costs. In 2022, the previously commissioned general planner developed a revised plan for the new construction up to approximately service phase 6 and for a partial demolition of the existing sports hall up to approximately service phase 3. The services of the general planner were thus completed. The city of Espelkamp then decided to apply for funding from the Federal Republic of Germany under the federal program "Renovation of Municipal Facilities in the Areas of Sports, Youth, and Culture" (SJK 2022) for the project. The application was approved. A funding notice from BBSR and a corresponding forwarding notice from the city of Espelkamp to the Evangelical Church of Westphalia are available. According to the funding notice, the measure is subject to various conditions for planning and construction. The following requirements must be strictly adhered to in the planning and execution of the construction task: · Energy standard according to an efficiency building 40 according to BIG · "Natural hazards at the site" according to the "Quality Seal Handbook for Sustainable Buildings" (QNG) · Sustainable material procurement according to the "Quality Seal Handbook for Sustainable Buildings" (QNG) · Statement from the Advisory Board of the District of Minden-Lübbecke for People with Disabilities dated June 13, 2024 These requirements from the funding provider make a revision of the planning mandatory. The previously concluded general planning contract with the first prize winner of the design competition is terminated. The upcoming planning and project supervision services must be tendered in accordance with the requirements of the funding notice, taking into account procurement law regulations. The subject of the present procurement procedure is the services of the structural planning service profile according to § 51 HOAI. The planning services of the other service profiles will be tendered in separate procurement procedures.
