    Brief

    This procurement opportunity is for the acquisition of pharmaceutical products, specifically the supply of medications and medical consumables necessary for beneficiaries in the centers under the General Directorate of Social Assistance and Child Protection (D.G.A.S.P.C.) in Constanța. The requested products are grouped into 9 lots: Lot 1: General systemic antibiotics; Lot 2: Various medications; Lot 3: Medications for the genitourinary system and hormones; Lot 4: Medical consumables; Lot 5: Medications for blood, hematopoietic organs, and the cardiovascular system; Lot 6: Medications for the nervous system; Lot 7: Medications for the respiratory system; Lot 8: Medications for the digestive tract and metabolism; Lot 9: Medications used in dermatology. Bids can be submitted for one or more lots, but partial bids within a lot are not accepted. Clarification requests can be made up to 18 days before the bid submission deadline, and the contracting authority will respond clearly and completely to all requests for clarification 11 days before the deadline, provided the requests are submitted in a timely manner. The supply of pharmaceutical products, including medications and medical consumables, is beneficial for the beneficiaries of D.G.A.S.P.C. Constanța, ensuring compliance with the provisions of Law No. 272/2004 on the protection and promotion of children's rights, Law No. 292/2011 on social assistance, and Law No. 448/2006 on the protection and promotion of the rights of persons with disabilities. Additionally, this procurement contributes to: 1. Ensuring pharmaceutical products for beneficiaries in the contracting authority's centers by providing necessary medications; 2. Ensuring the right to medical assistance/medications; 3. Efficient use of allocated budgetary funds. Through the awarding of pharmaceutical products (medications), the contracting authority aims to establish a framework agreement for supply and associated subsequent contracts for the treatment of beneficiaries in the centers under D.G.A.S.P.C. Constanța, located in both the municipality and the county of Constanța. The duration of the pharmaceutical supply framework agreement is 28 months. Estimates of the minimum and maximum quantities that may be requested during the entire framework agreement can be found in the annex with quantities related to the specifications.
