    Brief

    The public procurement procedure is conducted in the form of an unrestricted tender based on Article 132 and subsequent articles of the Act of September 11, 2019 - Public Procurement Law (Journal of Laws of 2024, item 1320, as amended), hereinafter referred to as 'Pzp'. The procurement procedure has a value exceeding the EU thresholds specified in the announcement of the President of the Public Procurement Office issued under Article 3 of the Pzp Act. The contracting authority plans to apply the so-called reverse procedure, as mentioned in Article 139(1) of the Pzp Act, i.e., the contracting authority will first conduct an examination and evaluation of offers, and then qualify the contractor whose offer was rated the highest, regarding the absence of grounds for exclusion and meeting the participation conditions in the procedure. The subject of the order is the supply of an automatic injector (brand new, production year min. 2024), expansion and supplementation of the ARTIS icono biplane angiograph configuration as part of the Lower Silesian Voivodeship grant for the task 'Improvement of Medical Infrastructure' based on Agreement No. DZ-N/13/2025 dated February 12, 2025, according to the following parts: Task 1, Task 2. The order is financed from the budget of the Lower Silesian Voivodeship as part of the granted targeted subsidy for the task 'Improvement of Medical Infrastructure' based on Agreement No. DZ-N/13/2025 dated February 12, 2025, concluded between the contracting authority and the Lower Silesian Voivodeship, based on Resolution No. 1458/VII/25 of the Lower Silesian Voivodeship Board dated January 17, 2025, regarding the granting of a subsidy to the Lower Silesian Specialist Hospital named after T. Marciniak - Emergency Medicine Center in Wrocław, in 2025, for the task titled 'Improvement of Medical Infrastructure'. A detailed description of the subject of the order for the aforementioned parts has been listed and described in: 'Price Form' (Annex No. 2), 'Parameter Cards' (Annex No. 3), 'Draft Contract Provisions' (Annex No. 4, Annex No. 4a), which are an integral part of the Terms of Reference. The contractual conditions for the implementation of this public procurement include 'Draft Contract Provisions', which are an integral part of the Terms of Reference. The contractor is obliged to sign a data processing agreement along with the contract (according to Annex No. 12 to the Terms of Reference). No preliminary market consultations were conducted before the commencement of the procedure. The contracting authority may annul the procurement procedure if the public funds that the contracting authority intended to allocate for financing all or part of the order have not been granted to it, and the possibility of annulling the procedure on this basis has been provided for in the procurement announcement.
