Brief
This procurement contract is for the provision of a Unified Integrated Parking System, including system support and related services, for Józsefvárosi Gazdálkodási Központ Zrt. The successful bidder will be responsible for managing and supporting 11,957 public paid parking spaces, with the possibility of a variation of +/- 200 spaces during the contract period. Additionally, the contract includes the provision of software services for issuing approximately 70,000 penalty notices annually, with a variation of +/- 5,000 notices. Key responsibilities include: - Providing and operating a management system that supports parking operations, ensuring at least the minimum level of support as specified in the technical description. This includes maintaining transparent and continuous records of events, payments, deadlines, correspondence, complaints, collections, and legal actions. - Ensuring the management system can support a minimum of 45 concurrent users. - Handling approximately 25,000 complaint cases annually through a customer service framework, including a call center with call recording capabilities. - Providing training on system usage, up to two sessions per month for a maximum of 15 participants each, with on-site training limited to 5 hours per month. - Supplying SIM cards for PDAs operating on a closed APN network with 4G speed, if available in the operational area. - Maintaining necessary communication with external organizations related to parking operations, including interfacing with National Mobile Payment Zrt. for online parking, processing permits issued by the Budapest City Hall, and managing data requests from various governmental bodies. The system must be capable of querying vehicle and personal data from central databases and managing this data in compliance with legal requirements. The parking control software must operate within the existing hardware and software environment, which includes at least 26 handheld computers and mobile printers. The successful bidder is also required to provide necessary software licenses for the hardware infrastructure as per the technical specifications.
