Mixed Economy Highways Maintenance Partner – Repairs and Patching Services

This is a market engagement notice (not a call for competition) for a long-term highways maintenance contract. The Council seeks a collaborative delivery partner to provide mixed economy services, combining in-house delivery with strategic external providers. Core services include pothole and defect repairs (25% of contract value), hand-lay and machine-lay patching (65%), crack and joint sealing (10%), ironwork repairs (10%), and minor works (10%). Secondary support services include winter gritting, snow clearance, flood response, and emergency incident response. This 5+ year contract builds on the Council's established mixed economy model, which has delivered significant reductions in defect backlogs, improved repair quality, lower unit costs, and increased public satisfaction. The Council seeks a partner that can bring innovation, efficient treatment solutions, and robust data and technology integration to improve asset performance and reduce whole-life costs while supporting local supply chains. Procurement is anticipated to commence in June 2026, with contract commencement expected in October 2026, subject to Council approval and outcomes of this market engagement.
