    Brief

    The Ministry of Defence (MoD) seeks to continue its contract with Cadence Design Systems Limited for Computational Fluid Dynamics (CFD) software to support naval vessel safety certification and performance analysis. The CFD system is used by the Naval Authority to conduct hydrodynamic assessments and structural safety evaluations for HM Ships and Submarines, enabling rapid investigation of incidents such as hull damage and supporting the Defence Maritime Regulator's safety certification process. The contract will provide annual Fine Marine CFD licensing and 150 hours per year of advanced technical support. This software is mission-critical for the Royal Navy, underpinning fleet safety, operational readiness, engineering assurance, and defence decision-making. Switching to an alternative system is not viable due to the requirement for regulatory compliance, validation of models for every vessel in the fleet, and a minimum two-year transition period running both systems in parallel. Suppliers should understand that this is a continuation contract for essential naval safety capability, not a competitive procurement.
