Nuclear Site Safety Justification Services for HMNB Devonport

The Ministry of Defence is seeking an integrated Project Management Service (PMS) to support the continued authorisation and safe operation of HM Naval Base (HMNB) Devonport. The successful supplier will deliver specialist nuclear safety services including safety case management, regulatory compliance support, and project management to ensure the Naval Base Commander's Site Safety Justification documentation remains current and compliant with MoD Authorisation Conditions, Naval Nuclear Safety Principles, and Defence Nuclear Safety Regulator standards. Key Services: • Nuclear Safety Case Management: Provide specialist nuclear safety advice, manage and maintain all nuclear safety cases and supporting documentation, and ensure compliance throughout the lifecycle • Nuclear Authorised Documentation Review Programme (NADRP) Support: Manage documentation production, review, updates, and tracking; deliver tasks according to programme priorities and respond to submarine operational programme requirements • Periodic Review of Safety (PRS) Support: Deliver full-time technical support to the PRS Lead and conduct subject matter review and assessment activities • Intelligent Customer (IC) Support: Provide independent assessment and assurance of Site Safety Justification documentation during production, review, and approval stages • Knowledge Transfer: Support continuous improvement in nuclear safety management and enhance internal capability through mentoring and knowledge sharing The service provider must demonstrate extensive experience in nuclear safety case management, familiarity with the MoD environment, and the ability to balance demanding military operational requirements with stringent nuclear safety regulations.
