    Brief

The Department of Health is seeking research consultancy services to conduct an independent review of the National Maternity Strategy 2016-2026 ('Creating a Better Future Together'). The consultant will assess the strategy's implementation by evaluating progress against planned actions outlined in the 2021 Revised Implementation Plan, identifying areas of successful delivery and any gaps. The review will include a comprehensive international literature analysis comparing Ireland's maternity model, outcomes, and service delivery against comparable countries, as well as identifying examples of high-performing maternity care systems globally. Based on these findings, the consultant will provide evidence-based recommendations to guide future policy development and improvements in Ireland's maternity services.
