    Brief

The Department of Health seeks a research consultancy to conduct a comprehensive external review of the National Maternity Strategy 2016-2026 ('Creating a Better Future Together'). The consultant will assess implementation progress by evaluating delivery against strategy actions outlined in the 2021 Revised Implementation Plan, identifying areas of underperformance and contributing factors. The review will include an international literature comparison of Irish maternity outcomes and models against comparable countries, identification of high-performing maternity care models globally, and recommendations for future policy direction in Irish maternity services. Suitable consultants should have expertise in healthcare strategy evaluation, international maternity system analysis, and policy development. The deliverable will inform future strategic direction for maternity services in Ireland.
