Adoption Counts is establishing a Flexible Purchasing System (FPS) to commission therapy services for adoption support in a compliant and consistent manner. The framework opens for new applications approximately every 4 months, ensuring the system remains competitive and accessible to both established providers and new market entrants. This approach prevents market lockout and allows innovation in therapeutic services to be incorporated into the framework. Providers who did not succeed in previous application rounds can reapply when the next window opens, with the opportunity to address any quality concerns and improve their submission. The FPS is designed to balance consistency in service delivery while remaining flexible enough to accommodate emerging therapies and new providers.
