    Brief

    UKAEA requires continuation of electrical installation, commissioning support and remedial works at the ESS Active Cells Facility in Lund, Sweden. Optimum Electrical Engineering Ltd has been delivering electrical installation and support services since the original tender and will continue with the remaining works including snagging, labelling, energisation/de-energisation, commissioning support and system integration. This is a continuation contract for partially completed electrical installations, system interfaces, Quality Assurance handover and Site Acceptance Test preparation. The contract will be managed through defined Scope of Work documentation, Primavera P6 programme scheduling and snagging lists, allowing UKAEA to control, instruct and monitor activities while maintaining flexibility for emerging requirements. Due to Swedish regulatory requirements, only electrical contractors holding Swedish compliance officer status can undertake these works. Optimum holds the required certification and established site processes including RAMS, QA documentation, ESS competency arrangements and electrical safety responsibilities that are embedded in the project delivery model. Optimum's Lead Project Engineer carries key electrical safety duties including AP(E)-type responsibilities and authority for switching arrangements agreed with ESS. Replacing the contractor at this stage would introduce significant technical, safety, quality and programme risks, require re-establishment of safety arrangements, delay project delivery and create duplicated effort.
