Severe Weather Emergency Shelter Services Framework - Nottingham City Council

Nottingham City Council is establishing a Framework Agreement to appoint one supplier to provide staffing services for emergency shelters during severe weather events. The supplier will deploy trained staff to multiple sites across Nottingham within 48 hours of notification to support rough sleepers and vulnerable people during severe weather conditions. Key Requirements: - Provide uniformed staff with visible presence at designated shelter sites - Maintain at least one staff member in the shelter at all times to ensure safety - Provide a contract manager/supervisor for operational oversight and key-holding - Demonstrated experience working with homeless people and those with additional needs (addiction, mental health issues) - Staff mobilisation within 48 hours of notification - Available to respond to call-offs at any time between 8am-5pm, seven days a week - Confirmation of order acceptance required within two hours This is NOT a security contract. The service focuses on providing safe, warm shelter and signposting service users to relevant support services. Procurement Details: - Framework period: 1 October 2026 to 30 September 2027, with possible extensions to 2029 - Open procedure under light-touch special regime (Procurement Act 2023) - One reserve supplier will also be identified - Call-off contracts awarded via direct award - Contract terms may be modified for capacity, location, hours, and pricing changes Suppliers must submit Core Supplier Information via the Central Digital Platform and a Procurement Specific Questionnaire via the East Midlands Procurement Portal (https://www.eastmidstenders.org/).
