    Brief

    Cornwall Council is seeking to appoint additional Individual Home Care Providers to address capacity shortfalls in Lots 9 and 10 of the existing Alliances. This procurement is aimed at enhancing the current capacity to meet the demand for home care services in specific geographical areas, rather than replacing existing providers. Successful applicants will work alongside current providers to deliver care where demand exceeds capacity. The services are organized through eleven place-based Alliances, each consisting of multiple providers who collaborate to ensure effective service delivery within defined geographical zones. Each Alliance is led by a Strategic Provider responsible for overseeing performance, managing the Alliance, and coordinating capacity optimization, while Individual Providers deliver the home care services. The goal of these services is to ensure that individuals receive appropriate care in their homes, allowing them to remain safe, well, and independent for as long as possible. The services primarily cater to older adults and individuals with physical disabilities, but may also support those with learning disabilities, autism, mental health needs, sensory loss, and other conditions that can be addressed through this model. Services include: - Regulated personal care tasks (e.g., mobility support, washing, dressing, toileting, medication management). - Non-regulated tasks (e.g., shopping, cleaning, community access) as needed to meet assessed requirements. - Nighttime care in exceptional circumstances to prevent the need for residential care. - Clustering of home care in specific settings (e.g., sheltered housing) to enhance service provision and optimize capacity. - Collaborative efforts within each Alliance to ensure effective delivery and market stability, including the prevention and management of provider failures. The original procurement was divided into eleven Lots corresponding to eleven geographical zones, with contracts starting on October 19, 2024, for a duration of up to eight years: an initial three years, with an optional extension of three years, and a further optional two years. Extensions are at the Council's discretion. This notice specifically pertains to Lots 9 and 10, with new contracts expected to begin in June 2026.
