Rooftop Solar Panel Installation at Hindlip Estate - Phase 1 (Expression of Interest)

West Mercia Police is seeking suppliers to install photovoltaic (PV) solar arrays on rooftops at the Hindlip Estate. Phase 1 focuses on OCC Southwell House (Reference: EST26-2724). This is a regulated below-threshold procurement under the Procurement Act 2023, conducted in three stages: Expression of Interest (EOI), Conditions of Participation (CoP), and Invitation to Tender (ITT). The EOI closing date is 5pm on 26 June 2026. Only suppliers who submit a compliant EOI response will progress to Stage 2. The successful supplier may be awarded a framework agreement enabling call-offs for future solar installation phases across the estate, though the Authority does not guarantee minimum volumes or future phases. Work will be instructed under JCT Design & Build 2024 terms. This EOI stage is not evaluated or scored; it simply confirms supplier interest and establishes the pool of participants for subsequent stages.
