    Brief

    Derby City Council is seeking suppliers to provide registered home care services focused on achieving positive outcomes for adults aged 18 and over who live in Derby and meet the council's eligibility criteria. The services should include Technology Enabled Care (TEC) to enhance the delivery of care. The aim is to support individuals' independence, dignity, and overall well-being through personalized care and innovative technology solutions. The framework is divided into five areas (lots): - Tier 1: - Lot 1: Central Area - Lot 2: West Area - Lot 3: East Area - Lot 4: South Area - Tier 2: - Lot 5: A separate list of approved providers for ad-hoc support. For Lots 1 to 4, we are looking for four providers per lot, while Lot 5 will have a maximum of 10 providers. Providers successful in Lots 1 to 4 cannot apply for Lot 5. This tender will follow a Two Stage Competitive Flexible Procedure as per the Procurement Act 2023 and the Procurement Regulations 2024 (Light Touch Regime). Bidders must pass Stage One checks to be invited to Stage Two, where they will answer specific quality evaluation questions. To qualify, bidders must be registered with the Care Quality Commission (CQC) for home care services and have a rating of 'Good' or 'Outstanding.' Those rated 'Requires Improvement' may apply if their last inspection was over three years ago and they can provide an acceptable improvement plan. Bidders must also have or commit to having an office within 10 miles of Derby city by the contract start date. The Council may open a lot for competitive tendering to replace providers due to poor performance or capacity issues. Interested suppliers must express their interest and obtain documentation by 11:30 PM on August 27, 2025. The deadline for Stage One submissions is 10:00 AM on August 28, 2025.
