STAR Housing Major Works & Repairs Framework - Supplier Application

STAR Housing, based in Shropshire, is establishing a 4-year Major Works & Repairs Framework to procure property maintenance, repair, refurbishment and capital improvement services across its housing stock. This framework enables STAR Housing to work with a pre-qualified panel of suppliers rather than running separate procurement exercises for each project. The framework comprises 8 Lots: Electrical (1a), Mechanical (1b), Major Works and Major Voids (2), Healthy Homes (3), Drainage (4), Pest Control (5), Tree Works (6), Scaffolding (7), and Waste Management (8). Suppliers who are selected will demonstrate technical capability, financial standing and operational capacity to deliver works safely and to a high standard. The selection process uses a Competitive Flexible Procedure with three stages: Condition of Participation (completing a Pre-Qualification Questionnaire), Invitation to Tender (evaluated 60% quality, 40% price), and Interview. This framework improves outcomes for residents by providing timely access to competent contractors, strengthening contract management, ensuring quality consistency, and delivering value for money while maintaining compliance with the Procurement Act 2023.
