    Brief

    South Hams District Council and West Devon Borough Council are seeking a leisure centre management service provider to operate six facilities following the administration of the current operator, Fusion Lifestyle, on 1 April 2026. The facilities requiring management are: Ivybridge Leisure Centre, Totnes Leisure Centre, Quayside Leisure Centre (Kingsbridge), and Dartmouth Leisure Centre in South Hams; and Parklands Leisure Centre (Okehampton) and Meadowlands Leisure Centre (Tavistock) in West Devon. This is a short-term emergency contract awarded under Section 41 and Paragraph 13 to Schedule 5 of the Procurement Act 2023 due to extreme and unavoidable urgency caused by the unforeseen administration of the current operator. The contract aims to ensure continuity of service while the councils prepare a formal competitive procurement for a longer-term operator. Interested suppliers should have experience in leisure centre operations and be able to mobilize quickly to maintain service delivery. A formal competitive procurement will follow the expiry of this short-term management contract.
