    Brief

    Dublin City Council is seeking to establish a Single Party Framework Agreement with an Integrated Design Team to deliver comprehensive consultancy services for the Clontarf Flood Defence and Public Realm Project. This waterfront development project is designed to address current and future coastal and surface water flooding risks while enhancing public spaces, promoting active travel, and delivering environmental benefits. The project site is located along the Clontarf waterfront in Dublin and includes sensitive coastal environments adjacent to European protected sites (Special Areas of Conservation and Special Protection Areas). The successful applicant will be responsible for developing a fully integrated design solution that balances flood resilience, climate adaptation, biodiversity protection, heritage considerations, placemaking, sustainable mobility, and environmental protection. The initial contract will cover all services from project commencement through option identification, scheme development, environmental assessment, statutory approvals, and detailed design, including technical studies, surveys, modelling, assessments, and application documentation. The Framework Agreement may be extended for additional services such as procurement support, construction-stage services, and other specialist consultancy work.
