    Brief

    Ofgem seeks external consultancy support to develop thinking on next-generation network price control frameworks beyond 2031. The energy sector faces unprecedented change from electrification, increased network investment needs, evolving demand patterns, and technological advances including AI. Building on the Future Systems and Network Regulation (FSNR) review, the successful tenderer will provide independent expert analysis on how changes in the external environment and Ofgem's regulatory capabilities can inform future regulatory design. The work will assess alternative framework options against the current RIIO model, including enhanced planning-based approaches, more adaptive ex ante arrangements, and monitoring-focused models. The analysis should evaluate the relative strengths, weaknesses, risks and opportunities of different options, recommend potential frameworks for further consideration, identify enabling capabilities needed, and suggest elements that could be tested during RIIO-3 and ED3. This is strategic insight work rather than detailed post-2031 design, intended to help Ofgem understand how network regulation can deliver affordable bills, resilient networks, quality service and Net Zero objectives in an increasingly digital, data-enabled environment. Ofgem will provide internal work completed to date upon contract commencement.
