Brief

The UK Parliament's Parliamentary Digital Service (PDS) is seeking four complementary specialist suppliers to support its digital transformation and modernisation agenda. This pipeline notice outlines four separate procurement opportunities, each addressing distinct delivery needs: (1) Management Consultancy - providing discovery and advisory services on target operating models, governance structures, and change management; (2) Technical Consultancy - delivering enterprise architecture advice, technical due diligence, and service redesign expertise; (3) Digital Delivery Solutions - implementing digital products and services on an outcomes basis; and (4) Digital Agile Maturity & Adoption Services - providing training, coaching, and adoption support to enhance digital capability and maximise technology value. All work is outcomes-based rather than ongoing service provision, supporting PDS's shift to agile ways of working and value stream delivery models. This is a non-business-as-usual programme responding to accelerating technology change, evolving user expectations, and increasing cyber threats. Interested suppliers should note that Parliament reserves the right to amend procurement details or not proceed.
