West Sussex Independent Alternative Provision Framework

West Sussex County Council is seeking qualified suppliers to provide Independent Alternative Provision (IAP) services for learners who need support outside mainstream education. This Framework complements the Authority's commissioned placements at West Sussex Alternative Provision College and delivers high-quality interventions and Education Other Than At School (EOTAS) packages. The Framework supports learners at risk of educational breakdown, particularly those with Special Educational Needs and Disabilities (SEND), including those with Social Emotional Mental Health (SEMH) needs and Autism. Providers must ensure placements act as interventions leading to reintegration or transition into long-term education, training, or employment, rather than permanent destinations. Suppliers can apply for one or more of four service tiers: (1) short-term school-commissioned interventions for at-risk learners; (2) transitional placements commissioned by the Authority while seeking permanent settings; (3) Authority-commissioned EOTAS packages; and (4) specialist targeted support for learners with multi-disciplinary team involvement. All providers must meet the Non-School Alternative Provision Voluntary National Standards (August 2025) and demonstrate safe, high-quality provision with robust safeguarding measures.
