Care Home Services Framework for Older Adults

Staffordshire Council is establishing a framework of care home providers to deliver residential and nursing care services for adults aged 65 and over who have assessed care needs under the Care Act 2014 and Mental Health Act 1983. The framework covers four service types: residential care for older people, residential care for older people with dementia, nursing care for older people, and nursing care for older people with dementia. Service providers must be registered with the Care Quality Commission (CQC) and able to accommodate long-stay permanent placements, temporary stays (up to 52 weeks), and respite care (up to 8 weeks). Placements will be made primarily within Staffordshire and typically within 20 miles of the resident's usual home, though exceptions apply where assessed needs require. Providers must be flexible to meet changing resident needs and accept referrals across all care types. The council is committed to delivering value for money, maximising public benefit, ensuring integrity, and removing barriers for small and medium-sized enterprises (SMEs).
