The Cabinet Office is transforming civil service training delivery by establishing the National School of Government and Public Services. This market alert invites suppliers to engage with three interconnected transformation pillars launching between now and April 2028: Pillar 1 - Future Supplier Partnerships: Direct procurement of learning services from UK-based SMEs, universities, and specialist providers. Opportunities include specialized coaching, blended training delivery, learning design, subject matter expertise, research and evaluation, and off-the-shelf qualifications across three phased stages (Stage 1: immediate-April 2027; Stage 2: April 2027-March 2028; Stage 3: March 2028 onwards). Pillar 2 - Future Technologies: Procurement of digital infrastructure to support 558,000 civil servants, including Learning Management Systems, Learning Experience Platforms, Customer Relationship Management systems, and design/delivery tools to enable online access and booking of training. Pillar 3 - Future Learning Operations: Building in-house operational systems and processes to manage day-to-day training delivery at scale. Suppliers are invited to attend sector-specific connector events across September-October 2026 in London, Manchester, and Edinburgh (covering Academia, Coaching, Learning & Development, Senior Leadership, Off-the-Shelf Learning, and Digital sectors). Suppliers can register for existing frameworks including RM6219 Learning and Training Services DPS, NEPO514 External Training DPS, RM6126 Research & Insights DPS, and the Innovation Marketplace to position themselves for future opportunities.
