Housing Support Services for Single Homeless People and Childless Couples with Complex Needs

This contract is for the provision of Housing Support Services to single people and childless couples who are homeless and may have complex needs, residing in supported or interim accommodation. The Provider must deliver or partner with another organisation to deliver a Housing Management Service for specific premises. The accommodation must meet the definition of Specified Accommodation under law. To maximise government funding recovery, the Provider should either: (1) be a Housing Association or relevant body under the Housing Benefit Regulations 2006 and enter into direct lease arrangements with service users, or (2) contract with a Housing Association partner who will manage the leases with service users. Housing Association arrangements allow for greater government funding recovery compared to Charity arrangements, which require Rent Officer review. Tenderers should consider how their housing management and lease arrangements will impact council budgets and government funding availability for homeless services.
