    Brief

The Department for Digital, Culture, Media and Sport (DCMS) is seeking a Principal/Main Contractor to deliver the Queen Elizabeth II Memorial Programme in St James's Park, London. This is a preliminary market engagement notice for a complex construction project valued at £25-27.5 million. The successful contractor will manage and coordinate a multidisciplinary programme including enabling works, bridge demolition and replacement, public toilet reconstruction, hard and soft landscaping, relocation of Grade II listed structures, and coordination with a separately appointed specialist Bridge Contractor. The works will be delivered through a two-stage process: Stage 1 involves a Pre-Construction Services Agreement (PCSA) for planning and cost development (award anticipated August 2027), followed by Stage 2 main construction works (award anticipated May 2028). The contractor will work within the sensitive historic environment of St James's Park, managing public access, heritage assets, construction logistics and multiple stakeholder interfaces. The project encompasses site establishment, surveys, utilities coordination, foundation works, landscape installations, heritage works, memorial coordination with appointed artists, and final handover. Interested contractors should respond by 31 December 2026. The formal tender notice is expected in January 2027.
