    Brief

    Social Care Wales is commissioning two separate contracts to develop and evaluate a new leadership support programme and assessment tools for promoting positive cultures in adult social care across Wales. Lot 1 - Design and Test Leadership Support Programme: You will co-design and test a new leadership support service and practical tools with six adult care providers across Wales. This involves recruiting pilot sites, running co-design workshops, conducting site visits, gathering feedback, and producing a service design report with recommendations. The work spans two phases: Phase 2 focuses on the leadership support offer, and Phase 3 focuses on developing and testing a positive cultures measurement tool. You will work directly with Responsible Individuals, Registered Managers, and frontline staff to understand their needs and refine solutions. Lot 2 - Independent Evaluation: You will conduct an independent mixed-methods evaluation of the design and testing work completed under Lot 1. This includes assessing whether the programme achieved its aims, measuring impact on staff wellbeing and organisational culture, identifying success factors and barriers, and providing recommendations for scaling up the work. You will develop an evaluation framework, work with lived experience voices, and collaborate closely with the design supplier and external evaluators. Bidders may apply for one or both lots, but cannot be awarded both due to conflict of interest. If one bidder ranks highest for both, they will receive Lot 1 only, with Lot 2 awarded to the next-highest ranked bidder. Phase 1 (user research) is already underway and findings will be shared with successful suppliers to inform their work.
