Public Footpath Surface Works – Harris Park Extension, Cockermouth

Cockermouth Town Council is inviting competitive tenders for minor civil works to create an accessible, surfaced footpath connecting Double Mills footbridge to the woodland section behind Dale View. This project addresses a critical missing link that currently prevents access for pushchairs, wheelchairs, and less-mobile pedestrians. Scope of Works: The contractor will establish a temporary compound, formally close the footpath during works, excavate a 50mm ground tray, install a geotextile membrane, lay 150mm of Type 1 granular sub-base, apply 40mm of 6mm crushed aggregate surface course, saw-cut tie-ins to existing macadam paths for a flush finish, and reinstate edges with wildflower seeding. Key Dates & Duration: Target start February/March 2027 (Spring 2027 or before), with an estimated 2-week contract duration. Critical Constraints: Access is via a narrow road at Dale View unsuitable for large HGVs; works run alongside the River Cocker with mandatory 5-metre setback from watercourse; no refuelling, servicing, or greasing permitted on-site; equipment must be leak-checked before arrival; contractor must monitor flood risk and Environment Agency alerts and carry out works in dry conditions only. Engineering drawings and technical specifications have been prepared by Cumberland Council, which will also cover public footpath closure costs.
