Transport Services for Vulnerable Groups and Community Access

Staffordshire County Council is seeking contracted transport services to support multiple user groups including mainstream education students, children and adults with Special Educational Needs (SEN), individuals with learning disabilities, physical and sensory disabilities, and mental health service users, as well as the general public. Services required include: (1) Passenger transport using Hackney Carriages, Private Hire Vehicles, and Passenger Carrying Vehicles (PCVs) with potential Passenger Assistant support for SEN transport based on individual passenger needs; (2) Local bus services including scheduled routes, demand-responsive dial-a-ride services (operated as shared taxi or registered flexible bus services) to enable public access to townships and marketplaces. Suppliers should have experience in accessible transport provision, safeguarding vulnerable passengers, and flexible service delivery models.
