    Brief

Westminster City Council is undertaking market engagement to gather feedback on delivering a Complex Needs Assessment Centre for people experiencing homelessness and multiple disadvantage. This is not a formal tender but a Market Sounding Questionnaire to understand market interest, expertise, and capacity. The Centre would provide a safe, structured environment offering comprehensive assessment, stabilisation, and short-term intervention for rough sleepers and homeless individuals with intersecting needs including mental health issues, substance misuse, physical health conditions, and offending histories. Operating with a trauma-informed, person-centred approach, the service would: • Undertake holistic assessments and coordinate multi-agency input • Identify housing, support, health and social care needs • Reconnect service users with support networks and specialist services • Provide intensive case coordination to move individuals into appropriate accommodation and support pathways • Reduce rough sleeping, repeat homelessness, and unsuccessful placements • Act as a key gateway within Westminster's homelessness system Westminster City Council welcomes applications from organisations that can provide: - Accommodation alongside assessment and support services, or - Assessment and support services in partnership with an accommodation provider Contract Details: Minimum 3-year initial period with optional 2-year extension. Annual value £897,139 (initial period £2,691,416; full contract period £4,485,693).
