    Brief

The SUMIT Project seeks suppliers to develop and deliver three digitally-enabled products across Northern Ireland, the Republic of Ireland, and Scotland. This cross-border initiative is funded by PEACEPLUS and led by Queen's University Belfast and the Digital Health & Care Innovation Centre. The procurement is divided into three interconnected lots: Lot 1 (Self-Directed Help) for independent access to information and support; Lot 2 (Personalised Journey) for personalized tracking, goal-setting, and peer interaction; and Lot 3 (Service User Database) for person-held records and secure data sharing across services. Solutions must prioritize user outcomes over technical specifications, demonstrating how they improve access to support, sustain engagement, increase digital inclusion, and provide service insights. The contract requires full compliance with EU GDPR, UK GDPR, and the Data Protection Act 2018. Solutions will serve 1,500 beneficiaries and support 500 staff across four demonstrator sites. The tender is open to all suppliers and will be available for use by SUMIT partners, including Queen's University Belfast, Trinity College Dublin, University of St Andrews, and numerous health and voluntary organizations across the three nations. Tenders must be submitted via Public Contracts Scotland-Tender by the published deadline, with suppliers required to register and search using Project Code project_32023.
