    Brief

Torbay Council is seeking suppliers to deliver the Holiday Activities and Food Programme (HAF) funded by the Department for Education. This programme provides free food and activities to eligible children and young people during school holiday periods. The programme targets approximately 5,451 eligible children, with expected uptake of 20-25% per holiday period. Suppliers should be prepared to deliver face-to-face provision across multiple school holidays throughout 2026. An open framework approach is being used to appoint suitable providers. Please note that the framework duration and reopening arrangements are subject to confirmation of continued funding from the DfE. Interested suppliers should have experience in delivering youth activities, food provision, and supporting disadvantaged families.
