Community and Supported Living Services Framework Agreement

Barnsley Metropolitan Borough Council is establishing a 5-year framework agreement (with option to extend for 2 years) to deliver community and supported living services starting 1 August 2026. The framework is organized into three support tiers: Tier 1 (Standard Support), Tier 2 (Complex Support), and Tier 3 (Enhanced Support), covering learning disabilities, autistic adults, mental health, and physical or sensory impairment services. The estimated total framework value is £123 million over the full 7-year term, calculated from current expenditure including direct awards to existing providers. This is a Light Touch contract procured under the Procurement Act 2023. The Council may reopen the framework to accept new applications at its discretion throughout the agreement period. Actual spend may vary from the estimate due to changes in demand and future service requirements.
