National Digital Press and Magazine Service for Scottish Libraries

The Scottish Library and Information Council is seeking a supplier to establish a unified national contract providing eNewspapers and eMagazines services across all 32 Scottish library authorities. The successful supplier will deliver a comprehensive, managed solution enabling member libraries to offer digital newspaper and magazine collections to their users. The contract will run for an initial two-year period commencing April 2027, with options to extend for two additional one-year periods (total potential contract value covers four years). Suppliers should be prepared to: support integration across multiple library systems; provide content curation and management; ensure user accessibility and training; and maintain service continuity across all participating authorities. This is a significant opportunity to establish the primary digital press platform for Scotland's public library network.
