Brief

Thetford Town Council is seeking a Project Manager to oversee the restoration and revitalization of St Peter's Church in Thetford, funded by the National Lottery Heritage Fund. The project will undertake essential capital works with approximately 80% focused on urgent conservation needs, including addressing roof failure, water ingress, and decaying historic fabric. The remaining 20% will deliver reversible interventions to enable sustainable and flexible use of the building. The appointment will begin with the Development Phase, with potential continuation into the Delivery Phase subject to successful Heritage Fund approval and Council discretion. Please note there will be an anticipated six-month break period between the Development Phase application submission and receipt of Permission to Start for the Delivery Phase. The Heritage Fund does not fund Project Management costs during this interim period, and the Council does not guarantee payment or continuation unless separate funding is formally approved. Tenders must be submitted electronically to Sonya Wright, Town Clerk, at sonyawright@thetfordtowncouncil.gov.uk by 23rd August 2026. The procurement process will follow the Procurement Act 2023, Thetford Town Council Financial Regulations, the Council's Procurement Strategy, and National Lottery Heritage Fund guidance. Shortlisted tenderers may be invited to present their approaches. The successful tenderer will enter into a formal consultancy agreement with Thetford Town Council.
