Board Effectiveness Review – Legal Services Board

The Legal Services Board (LSB), the independent regulator for legal services in England and Wales, seeks a qualified external provider to conduct a comprehensive evaluation of board effectiveness. This follows an external review in 2022, with internal evaluations completed since. About the LSB: The LSB oversees organisations regulating lawyers, holds them accountable to protect consumers and the public interest, regulates the Solicitors Disciplinary Tribunal, and provides oversight of the Office for Legal Complaints (Legal Ombudsman). Scope of Work: The provider will deliver a structured review including: project planning; survey and analysis (desk review of governance documents, external best practice benchmarking, and interviews with board members, executives, and stakeholders); observation of board and committee meetings in November; interim findings report in January 2027; final report with recommendations in February 2027; and a facilitated board workshop. Tender Requirements: Submissions must include method statements outlining your approach and team expertise, specific experience with board effectiveness reviews in regulatory environments, fully itemised costs (fixed and variable), completed supplier questionnaire, and EDI form. Budget: £30,000–£35,000 excluding VAT (fixed ceiling). Bids exceeding £35,000 will not be evaluated. Deadline: Submit by 13:00 on 16 October 2026 to tenders@legalservicesboard.org.uk.
