EV Infrastructure Concession – West Northamptonshire

West Northamptonshire Council (WNC) is inviting qualified Service Providers to deliver a 15-year electric vehicle charging infrastructure project. The successful provider will supply, install, maintain, and operate public EV charge points across the region at no cost to the Council (excluding LEVI grant funding). Key Opportunity Details: • Total project value: £7,000,000 (Council contribution: £2,853,000 from Government's Local Electric Vehicle Infrastructure scheme; Service Provider investment: minimum £4,200,000) • Contract duration: 15 years plus 12 months from October 2025 • Service Provider must demonstrate UK-wide experience operating charge points with strong customer satisfaction records • Income to be derived by the concessionaire will be determined through the procurement process Service Requirements: The Service Provider must deliver a sustainable, high-quality public EV charging network offering an easy-to-use, inclusive, and fairly priced customer experience while generating a fair financial return on Council resources. Procurement Process: This concession is being conducted under the Concession Contracts Regulations 2016 using a Competitive Dialogue process to identify solutions best suited to Council needs.
